So the fact that I can't install it on my current system shouldn't be a problem. I'm not going to complete the upgrade of libc6 because it requires restarting kdm and I don't want to logout right now.
There is no technical reason why apt-get shouldn't be able to just download a single .deb file and verify the checksum in spite of having problems that might make it impossible to install the package immediately.
