After upgrading Nagios3 from 3.2.0-5 to 3.2.1-1 I could not open the default nagios page (http://<host>/nagios3) anymore, I always got a 403. Turns out that during this upgrade the content served under that URL, located in /usr/share/nagios3/htdocs, was changed from static (.html) to dynamic (.php). Since the /etc/nagios3/apache2.conf file does not include the ExecCGI option my Apache was returning 403. Adding the option fixes it. Please note that I don't run libapache2-mod-php5 directly, but libapache2-mod-fcgid with php5-cgi.
