Hi!

As said by Petter, the correct way  to disable the daemon is to ask your
init  to  not start  it.  Variables in  /etc/default  are  only used  by
packages that have a good reason to be installed while the daemon is not
running.  For example,  rsync which  is usually  installed only  for the
client part.
