Could you take a look at this Debian bug report:
jwm: EXEC: is not working into the .jwmrc

... after some time , exec does not work anymore
...I found that those arent working either:
<Key key="XF86AudioRaiseVolume">exec: aumix -v +5 </Key>
<Key key="XF86AudioLowerVolume">exec: aumix -v -5 </Key>
