Ok, I added it has an heuristic: if the first line starts that way ft is
set to python, otherwise to cobol accordingly to the previous behaviour.

Bug fixed and tagged as pending. Attached you can find a patch for your
/usr/share/vim/vim63/filetype.vim if you can't wait the next vim package
upload :-)
