This bug was fixed in apertium by setting a << versioned build-dependency
and dependency on pcre3.  But the dependency doesn't actually exist between
apertium and pcre3; it's between the apertium *dictionaries*, containing
precompiled regexps, and pcre3.

apertium proxies for the dictionaries currently by declaring a provides of
'apertium-pcre2', but half of the dictionaries in the archive don't actually
*depend* on this virtual package.  They need to be fixed to either depend on
apertium-pcre2, or - preferably - directly on the applicable version of
libpcre3 since properly it's only the dictionaries that should need to be
rebuilt for new libpcre3, not apertium.

Opening tasks on all the affected dictionary packages.
