It doesn't always, and that's really the problem. avant-window-navigator
is an example: it ignores skip taskbar windows but not utility windows.

I even asked their devs about it, and basically they said the
application should set skip taskbar itself -- the opposite of what you
suggest! What I see here is two groups pointing fingers at each other,
which solves exactly nothing.

While it's certainly possible (with a sufficiently sophisticated window
manager, like Compiz) to forcibly add skip taskbar to all utility
windows, not every user of Gimp is likely to know how to do this. Not
every window manager is capable of doing this, either; I don't seem to
remember Metacity having any way of changing window manager hints like
that.
