Of course, RubyEE is not in Debian, and a simple Google search gives no useful links - just a www.rubyee.com that -to be honest- looks quite unprofessional an makes me doubt that's what you are referring to. I guess you meant www.rubyenterpriseedition.com ? Anyway, yes, Debian packages are _all_ meant to be "sacred" - they are meant to be installed, but never modified, by the local administrator. You might have noticed RedMine lives in /usr/share/redmine - that means it is meant to be managed by Debian Developers. If you need to install your own software, you should strive for it to be at ease in /usr/local.
