Yes. Cupt does not differentiate 'specific' and 'general' pins. I will not fix
this intentionally, the dividing is unintuitive ('*' falls under 'one or more
specified packages', plus Cupt recognizes patterns like 'mplayer*').

This is how Cupt implements downgrade penalty. Maybe also worth documenting
somewhere.
