At one point iscan shipped a botched udev rules file that could prevent your machine from booting up when included. Ever since we got a bit more careful. The rules files takes care of configuring supported scanner devices. We don't see any reason you would need access to your scanner at the boot stage where an initramfs is used. FWIW, the file in our statedir lists files we don't want to end up in the DESTDIR. > also why does it need udev (just a minor nit..)? There is nothing to be done if udev is not installed.
