I think it doesn't need to be RC because isc-dhcp won't be able to migrate to testing since it breaks resolvconf and other fixed packages (network-manager) depend on the new dhcp client, or break old dhcp3-client. So, it has to wait in unstable too until all blocking bugs are resolved.
