Sorry for my late answer.

So, in AltGr, you  get key24=64:64 where 24 is the keycode  of q. So the
generated file is  OK. Does rdesktop works with your  setup? It would be
easier  to debug  with rdesktop  than  with native  Windows client.  Use
"rdesktop -k de" to ensure you use the "de" keymap.

I am also looking at xev  output. You get "state 0x4" while AltGr should
be  state "0x80"  (or "0x90").  0x4 is  the mask  for Ctrl.  I am  a bit
surprised that you  get EuroSign with state 0x4 and  keycode 254 since I
am unable to get the same thing with "setxkbmap de" on my system.
