Hi Geert, your proposal to run S18hwclockfirst after S20modutils would defeat the whole purpose of hwclockfirst.
If you look closely, you'll notice that S18hwclockfirst does a small subset of S50hwclock.sh . The reason for introducing S18hwclockfirst was that the clock should be set _before_ S20modutils.
