retitle 323013 locale generation fails for several locales

The following locales failed to be generated by localegen:
mn_MN UTF-8
sid_ET UTF-8
sr_YU.UTF-8 UTF-8
[EMAIL PROTECTED] UTF-8
[EMAIL PROTECTED] open locale definition file [EMAIL PROTECTED]': No such file
or directory
vi_VN UTF-8:
vi_VN.UTF-8...No definition for LC_NAME category found
