As indicated in the upstream discussion of this bug, there is always a selection available.
As of 1.10.8 you will have the ability to save default settings for this dialog by checking the appropriate checkbox on the second tab of the Search/Replace dialog. So if you so desire you can have the Range button preselected in future, which should resolve this issue to your satisfaction.
