python-mkdebian generates the following debian/rules file:
#!/usr/bin/make -f
DEB_PYTHON_SYSTEM := pysupport
include /usr/share/cdbs/1/rules/debhelper.mk
include /usr/share/cdbs/1/class/python-distutils.mk
include /usr/share/cdbs/1/rules/langpack.mk
However cdbs doesn't seem to have a langpack.mk (I think it's a change
that was made in Ubuntu)
$ dpkg -L cdbs | grep langpack
$
