This is not right -- there's no reason the reader should read the listed
resources if they've already chosen a package. Unless it's orphaned/rfa'ed in
which case they have to check its status in bugs.debian.org/wnpp/

The 3 urls in the list that follows are places to find packages to adopt.

So it should say something like:

[..] if its maintainer is set to 
  <url name="Debian QA Group" id="http://qa.debian.org/";>, you may
  be able to pick it up if it's still available (check the ownership status
  at <url name="http://bugs.debian.org/wnpp/";>).

You can find orphaned or RFA'ed packages at: [list with d.o/devel/wnpp,
wnpp.d.n, wnpp-by-debtags]

Another minor remark: feel free to replace "manpower" with "(wo)manpower" :)
