After some help from the cups mailing list http://www.cups.org/newsgroups.php?s21161+gcups.general+v21179+T1 it is clear what the problem is.
Please could this be documented somewhere for upgraders? I imagine it might hit a lot of users with network printers that don't support SNMP. Apologies if it was documented and I missed it.
