Which X server do you have installed and on which terminal is X being
displayed afterwards?

Xen DomUs created by xen-tools do not have any PCI device (i.e.
graphics card) looped though by default, so X probably doesn't find
the proper device which should be used for displaying.

This looks like normal behaviour to me. Only users logged in on the
virtual consoles are allowed to start X. Probably hvc0 isn't seen as
virtual console (in the Linux sense) which is correct as it's more or
less a serial text-only console.

You can set allowed_users=anybody in /etc/X11/Xwrapper.config to
change that, but depending on the X setup, I'd expect it to still
fail.
