Okay, making progress.  Following Bill's suggestion, xxkb now starts
and basically works, but the display is badly wrong; in addition to the
actual xxkb window, flags appears in two other places on the screen,
overwriting anything there: one pair of them directly to the left of my
notification area, and one on my panel (I'm running XFCE).

The one near the notification area works as a toggle (clicking it
changes layouts), but the one on the panel doesn't.

Additionally, the flags are wrong, but I've filed a separate bug for
that.
