Did you read the debian-devel thread? Apparently not, because it's
explained there.

Long story. A short summary is that it's not easy to define what is
acceptable without referring to specific implementations, which some
people object to for aesthetical reasons.

If you have an interest in policy, try to learn how debian works first.
The release managers decide what is RC.
