It's possible to push you (http://www.debian.org/mirror/push_mirroring) from ftp.tw.debian.org or a debian.org machine (kassia.debian.org) on the same network as mirrors.nl.kernel.org. However, you would be the first mirror in Bangladesh, and some users from your country might need FTP.
