The /etc/init.d/halt script calls /etc/init.d/ups-monitor to cut the power of the UPS device in the case of powerloss. This file is present in lenny version of nut but not in squeeze. If I am not wrong, this implies that the UPS device is not shutdown, which in turn avoids booting when the power returns.
