Upstream has supplied the patches (thanks Kevin) and I've verified the problem exists with request-tracker3.8 3.8.8-3 and rt3.8-rtfm 2.4.2-2 and not with request-tracker3.8 3.8.8-3 and rt3.8-rtfm 2.4.2-3, just uploaded.
