Reporting back that: OnTitlebar Mouse1 :StartMoving
Actually fixed the issue. So it was a matter of changing the configuration file as mentioned. Perhaps this can be closed then as a user configuration issue. As mentioned fixing /etc/X11/fluxbox/keys doesn't fix ~/.fluxbox/keys, but a key learning for users might be to always compare configuration files against global ones when upgrades happen.
