Sure thing. My interpretation goes more by the "major effect on the usability of a package" for everybody and considering the package as a whole, not for a particular usage somebody may have decided it's the Right and Truly Way(TM) of using it :-) Being unable to ctrl-click items may be important (Debian sense) for a paint program, but not for a MUA (specially if there is alternative ways of doing it), IMO.
