I'm afraid no, because I have no commit rights to binutils CVS.

Though if that could help, I've put the patches into
binutils-2_20-noaddneeded-vs-weak branch at
http://repo.or.cz/w/binutils/kirr.git, so one could do

    git pull git://repo.or.cz/binutils/kirr.git 
binutils-2_20-noaddneeded-vs-weak
