For the upcoming 0.3.0 version of USBprog, this has been fixed as http://gitorious.org/usbprog/usbprog-tool/commit/78419b4a2608fab263a68834ced0868130308225. However, for the 0.2 series that has to be fixed in the Debian package. Since the usbprog.rules file is not installed by 'make install' but is from the package, it has to be fixed by the Debian maintainer. However, thanks for the report!
