Except if you use an old dpkg-shlibdeps, in which case if the shlibs is not updated correctly, you get the wrong info. But my point was that an old enough dpkg-shlibdeps is already old, and that it's time to maybe change the rules and get rid of shlibs when there is a symbols file.
