the ppmtoppm program is missing from debian's netpbm package,
the original upstream version seems to have it since over four years ago:

while the program might seem redundant/useless at first sight,
remember that ppm <- pgm <- pbm are downward compatible, so you can pass
any netpbm program that expects a ppm file a pgm or pbm, and any program
that expects a pgm a pbm.
the ppmtoppm tool forces promoting a file to a ppm if it was not a ppm
already, this may be needed to process a file with external programs that
expects a specific format.
(if you require an example for a case where the format is not known
 previously, consider the various import tools that will output
 pbm/pgm/ppm depending on the color depth of the input file.)
