Now that -8.4 and -9.0 don't ship any init script at all any more, and
we are just using one central one in p-common, this wouldn't apply any
more.

The problem that's left is an upgrade from 8.3, since we can't
retroactively change the lenny package to drop the init script. So the
collision happens when you have the lenny 8.3 package and the squeeze
-common package installed, as it happens on dist-upgrades.
