AFAIUI freeze exceptions could be granted for python3-* packages that are already supported upstream. This is not the case here.
Moreover the patch provided by you is not sufficient. It breaks at least IniFile and its subclasses, which do some explicit encoding/decoding. Possibly more things are broken, but since there is no test suite, it's hard to tell for sure.
