Bug#597316: Acknowledgement (wicd: Should allow setting of scan_ap = for wpa_supplicant)

The only viable workaround I can see for this is to have a "legacy" backend which uses iwconfig only and leaves wpasupplicant alone.
I have written a quick-n-ugly fix that does that and it seems to be working fairly well. Once I am happy with it and once I have added error checking I will post it.
