Hi Matt,
as you are suggesting, instruction on how to set up drupal on your box are 
already in

 /usr/share/doc/drupal6/README.Debian.gz

(this is the default file for Debian-specific instructions, BTW). Section 3 
instructs admins to execute the install.php script (i.e. 
http://localhost/drupal6/install.php) to populate the database. This is the 
preferred method in drupal 6.x and upper.

Database creation and db user setup are easily accomplished by dbconfig-common, 
which should have asked you some questions regarding database setup during 
package installation.
