This file should be located in /usr/share/lipsia but it is not provided by the package. This error is due a bug in the upstream code from our institute (Max Planck Institute for Human Cognitive and Brain Sciences, Leipzig) and should be fixed as soon as possible, since the tool vcacp will not work without the correct template file. A patch is provided.
