It depends on the value of "make sense". Most packages build binary
packages. Thus, most packages will need build-arch. The very few
packages building only arch: all packages can add the build-indep target
manually.

To me, it doesn't really make sense to do anything on the build target
proper. Instead, everything should be done in the build-{arch,indep}
targets (and dpkg fixed to actually use them).
