I think he's complaining about keyring-maint, rather than the ftp team.

We aim to promote a new keyring at least once a month, but usually
manage more frequently than this. Given the last promote was on 4th
September we're due to do one so you can expect something in the next
week. Your key has already been added to the pending tree, but we batch
up changes and roll them out periodically rather than every time
something changes, which is why there is a bit of a delay.
