This key is not found in the Debian package sysctl.conf files. So it means either you (or some other administrator) has put this in or another package has. The files you want to look at are /etc/sysctl.conf and /etc/sysctl.d/* and you should see that key mentioned on one of those files. In any case, it's not sysctl's fault if someone tries to use an old key; it's just doing what it's been told to do.
