Sorry no, they are NOT the same bug. Bug 584653 is about things being wrong even if you explicitly use the option "-P-". Bug 584663 is about changing the default behaviour from the unsafe "-P" to the (hopefully working, secure) "-P-". (These bugs are related. I had tried to report them as the "one thing" bug 583183, but that did not get very far...)
