The fig_input.inx extension comes bundled with Inkscape and allows xfig files to be imported. However, this extension depends upon the fig2dev utility from the transfig package. transfig is in the main repository, and it is required to enable a feature of Inkscape, so I think it would be reasonable to add "Recommends: transfig" to debian/control.
