Start an ekiga video conference, tell ekiga to suspend audio and video output (other side gets silence and no more video as expected), but when the remote suspends or resumes their video, the local side starts to send audio and video without any indication to the user. This can allow the remote side to eavsdrop thinks they are muted and not sending video.
