What we've done upstream for Mahara is that we've removed the media player from the tinymce source we bundle with Mahara. I suspect that a number of the other rdeps might be fine with that if they don't use that part of tinymce. Moving tinymce to nonfree would likely cause the mahara package to start using its own flvplayer-free bundled copy again which would be sub-optimal from a security standpoint.
