Templates short description are likely to be shown alone, without the long description, in some debconf interfaces. See debconf-devel(7) and the Developer's Reference for advices about writing debconf templates. Moreover, the current note could easily be regarded as debconf abuse. Most often such notes should rather go in NEWS.Debian. If you modify the debconf template, please notify translators by using the podebconf-report-po command from the po-debconf package. The French translation is also under work.
