The admin is still free to > modify /etc/profile after an upgrade to squeeze. admins cannot own those files in a nice way, so upgrades are respected, lots of packages are allowing extra admin configuration files within /etc/$conffile.d (i.e. /etc/apt/sources.list.d/ where admin can add extra repositories).
