The library is currently under heavy development and the first release is expected in a few weeks' time. I don't intend to upload pre-release snapshots to the debian archive, but only prepare the package to be ready for upload after the first release. It is probably best to put this under the maintenance of pkg-gstreamer, if the pkg-gstreamer team agrees of course, as it is an official gstreamer project.
