In regards to 1 - no, I have not actually inspected the patches that were dropped. My experience with 1.2.11 though has been fairly stable - i.e I have not encountered any bugs (yet). If you could provide all the patches, I'd be willing to look them over to see what may still need to be included.
With 2) however, this is an upstream issue. This is, however, just a 1 line modification (add a RWops close call) that fixes issues when opening a FLAC file through the SDL_RWops interface. I've reported this upstream, but I don't think it has been worked on at all yet. In any case, I think that 1.2.11 is the last stable SDL_mixer release we can see until 1.3.X comes out.
