The developers reference, in the section about debconf templates write style
(6.5.2) explains in 6.5.3.2 that boolean templates should avoid double
questions in both short and long descriptions.

In case you intend fixing this bug, I actually recommend warning translators
before uploading the fixed package, by using the podebconf-report-po utility
after correcting the templates and running the debconf-updatepo utility to
update the PO files in debian/po.

Please feel free to request for mor einformation about this, or about the
debconf templates write style, if needed.
