I do see that same problem when calling "sysctl -p /etc/sysctl.conf"
on the command line.  The message appears in /var/log/messages.  Here
is my sysctl.conf:

sid:~# grep -v ^# /etc/sysctl.conf|grep -v ^$
net.ipv4.conf.default.rp_filter=1
net.ipv4.conf.all.rp_filter=1
sid:~# grep -v ^# /etc/sysctl.d/*conf|grep -v ^$
net.ipv6.bindv6only = 1

This is procps 1:3.2.8-10 .

I guess we can rule out an configuration error.
