I've considered this before.  This snippet should never fire unless
there's something very unusual about the user's system.  Adding debconf
to the list of sudo dependencies just to handle this "virtually never"
sanity check really doesn't make sense to me.  

If push comes to shove and pedantic adherence to this element of policy
is required, I'll probably just abandon this test in the postinst
entirely rather than add debconf support.
