A short moment ago, it was in dpkg. It looks like they have dropped it now, though. I will investigate and get back to you. It has always been in a base package (coreutils or textutils, and then dpkg as well) so I never had to explicitly depend on it. If it has moved to a non base package, I will add a dependency.
